What is RISQ-Online

The Climate transparency for Pakistan is a working tool for national stakeholders on climate change. It accompanies the work on GHG inventories and help the tracking of actions and supports.


It contains two large separate modules, the first one is dedicated to GHG inventories, the second to actions (Policies and Measures) and supports.

  • The term "inventory" is used for the module named "Inventories"., it is an object containing all the data associated with a GHG inventory. The platform can contain many inventories.
  • The term "edition" is used for the module named "Actions and Supports". It is an object containing all information on actions and supports. The platform can contain many editions.

Note: the adaptation module has been designed for the Food&Agriculte sector as a first step and is still under experimentation; it is expected to be further developed, through a “learning by doing” approach, in alignment with other national initiatives (notably the development of the National Adaptation Plan and the revision of the National Climate Change Policy)


"Inventories" and "editions" are independent. The roles associated with the two modules are also distinct.

 

AGRI_I13_Proportion of agricultural research budget with an adaptation component

Definition:

Agricultural research budget: budgetary allocation of agricultural research in Provincial Plans  (see WB project below)
Agricultural research budget with an adaptation component: research projects/activities referring to adaptation (main or secondary objective) cross-heck with CBT the CBT (climate budgeting) approach)

AGRI_I11_% of farmers' associations demonstrating CC consideration

Definition:

Farmers association: formal administrative entity in Pakistan (registered) 
Demonstrating CC consideration =  CC integration into the activities of the association is explicitly set in the statutes of the association

Methodology:

Check if CC is explicitly integrated in each farmers' association (yes/no)
Assess the nber of associations with yes compared to the total nber of farmers' associations (%)

AGRI_I10_Number of officers trained through climate-relevant Project Management Professional (PMP) Certification courses

Definition (training)

Methodology: Number of officers having benefitted from climate-relevant Project Management Professional (PMP) Certification courses
Provincial level: institutions covered (officers)
o    Irrigation Department, 
o    Agriculture Department, 
o    Planning and evaluation cell agriculture dept
o    Director general (Water Management),
o     Strategic planning and reform unit irrigation department
o    Director general Monitoring and evaluation

AGRI_I9_A gender-responsive adaptation plan for the agriculture sector is in place

Definition: 

Adaptation Plans are a means of identifying medium- and long-term needs and developing and implementing strategies and programmes to address those needs. (adjusted from UNFCCC NAP definition)
Gender-responsive approaches go beyond sensitivity to gender differences—they actively seek to promote gender equality (CARE & International Center for Research on Women, 2007; WHO, 2009)

Methodology:

Implementation scoring grid - to be self-assessed by the relevant team (NAP team/different scales)

AGRI_I8_Change in the proportion of households with unsatisfied basic needs (UBN) in rural areas with respect to the total rural households

Methodology:
